Who's indebted to whom?
Sometimes the creditors become the debtors.

When the bank loans you $10,000 you are indebted to them. When the bank loans you $10,000,000 they become indebted to you.
China may "own our ass" by buying up a lot of our treasury debt. But they certainly have an interest in our economy doing well so that we are able to make payments.
